Dr. Munir Nuseibah is a human rights lawyer and academic based at Al-Quds University in Jerusalem, Palestine. He serves as an Assistant Professor in the Faculty of Law, Director of the Community Action Center, and Director (and co-founder) of the Al-Quds Human Rights Clinic—the first accredited clinical legal education program in the Arab World.

Munir holds a B.A. in Law from Al-Quds University, an LL.M in International Legal Studies from the Washington College of Law of American University in Washington D.C., and a Ph.D. from the University of Westminster in London, UK. His doctoral thesis focused on forced displacement in the Palestinian-Israeli conflict, international law, and transitional justice. He also serves as a policy advisor at Al-Shabaka, the Palestinian Policy Network.

Rawan Dajani joined the Community Action Center in 2016 as Deputy Director. She studied Social Work and Psychology at Bethlehem University and holds two master’s degrees: one in European Studies from Heinrich Heine University in Germany, and another from a program of Intellectual Studies in the Islamic World from the Free University of Berlin. She also earned a Diploma from the Diplomatic Academy in Vienna in 2014.

From 1998 to 2007, Rawan held various positions with local, international, and national institutions, including the Palestinian Red Crescent, CISP, and the Federation of Charitable Societies. Subsequently, she worked as the Protocol Manager for Al-Quds University’s president until 2015. Her expertise spans administration, public relations, project management, social development, and marketing. Rawan is actively involved in social and voluntary work, particularly in caring for orphans and refugees, and serves on the administrative boards of several associations related to women, children, community development, and education. 

Ahlam Shaheen is an Administrative Assistant at the Community Action Center (CAC), which she joined in 2017. She holds a B.A. in English Literature and Language from Al-Quds University and a Master’s degree in International Cooperation and Development from Bethlehem University.

With experience in management, human resources, and translation, Ahlam previously worked for three years as an Executive Secretary, Administrative Assistant, and HR Manager in private sector companies. She also has experience in English and French translation and tutoring. At the CAC, her responsibilities include overseeing media, website development, financial and administrative matters, managing CAC budgets, writing proposals, maintaining donor relations, and facilitating beneficiary intake. In addition to her native Arabic, Ahlam is fluent in English and has knowledge of French and Hebrew

Rana Al-Sheikh Qasem holds a B.A. in English Language & Literature from Al-Quds University. She joined the Community Action Center (CAC) in 2024 as an Administrative Assistant and later transitioned to the role of Communication and Reporting Officer. She has completed training courses in communication, media, and project management.

Previously, Rana worked as a general manager in the private tourism sector, and also has experience in teaching, administration, and public relations. At the CAC, her work involves writing reports for donors, producing and publishing the Center’s news, managing its social media channels, and overseeing website development. Rana is fluent in Arabic and English, and has a good knowledge of Hebrew. 

Mohammad Shihabi holds a bachelor’s degree from the University of Mohamed I in Morocco and a master’s degree in Public Law from the Hebrew University. He has been a practicing lawyer with the Palestinian Syndicate since 2007 and with the Israeli Syndicate since 2009, and a notary since 2021. He has completed several courses in various legal aspects and holds a license in wage accounting.

Lawyer Al-Shihabi previously worked as an independent lawyer before joining the Community Action Center (CAC) in 2011, where he now leads the Legal Services Unit. He specializes in social welfare, residency, and home demolition issues. In addition to his native Arabic, he is fluent in Hebrew and English, and has knowledge of French

Radi Darwish earned his LLB from Al-Quds University and was admitted to the Israeli Bar in January 2007. He completed a course in NGO Management at the Birzeit University Institute of Law. As a co-founder of Al-Quds Human Rights Clinic (AQHRC), he currently serves as its Acting Coordinator.

Beyond his administrative duties, Darwish is a Supervising Lawyer, primarily working with students on the Jerusalem Project and the Legal Services Unit. He has been a practicing lawyer at the Community Action Center and the Legal Services Unit since 2014, specializing in social welfare and residency issues.

Ashraf Qaraeen graduated from Yarmouk University in Jordan with a B.A. in Law in 1997. He obtained his Palestinian practicing license in 2000. He volunteered at the Community Action Center (CAC) in 2016 and completed a three-month legal training at the CAC in 2018, subsequently obtaining his Israeli practice license in 2019.

Ashraf has worked as a translator for various Israeli courts. Since 2020, he has been a lawyer at the Community Action Center, working within the mobile clinic project, while also maintaining an independent legal practice. In addition to his native Arabic, he is fluent in Hebrew and has knowledge of English. He possesses extensive knowledge of science and social issues.

Asalah Abu Khdair works as a lawyer in the Legal Services Unit and within the Community Action Center’s legal clinic project. She holds a bachelor’s degree in Law from Birzeit University. She has held a Palestinian legal license since 2017 and an Israeli legal license since 2023.

Asalah has previous experience working in several human rights organizations. She has received various legal training, particularly in international humanitarian law and international human rights law. In addition to her involvement with feminist organizations supporting women’s rights, she has led numerous youth initiatives advocating for women. She has also participated in many international human rights conferences and training. She is a native Arabic speaker and is fluent in English and Hebrew.

Andaleeb Shahwan joined the Community Action Center in 2022 as a volunteer lawyer and transitioned to the Legal Services Unit as a lawyer in 2024. She holds a bachelor’s degree in Law from Al-Quds University and a master’s degree in Democracy and Human Rights from Birzeit University.

Andaleeb has completed numerous training courses at the Bar Association and various centers and institutions. She contributed to establishing a voluntary legal group in Jerusalem and previously worked in multiple institutions and law firms across different fields. Additionally, she has worked as a translator in the courts and delivered legal awareness lectures to schools in Jerusalem to enhance students’ legal understanding.

Mounir Marjieh is the Coordinator of the Advocacy Unit at the Community Action Center / Al-Quds University. He holds an LL.B. in Law and a B.A. in Psychology from Haifa University. Previously, Mounir worked as a researcher and content editor for documentary productions and held several positions in investment companies and venture capital firms.

Reema Rezeq is the longest-serving employee at the Community Action Center, having started in 2000. She holds a master’s degree in Social Work from Al-Quds University (2014) and a professional diploma from the Young Women’s Christian Association.

Reema initially worked as a secretary. After earning her bachelor’s degree in Primary Education in 2007, her role at the center evolved. She served as Coordinator of the Community Schools Program until 2011, then as Coordinator of the Women’s Empowerment Program until 2021. Reema now works in the International and Community Advocacy Unit, a role that benefits from her strong interaction with the community. As a resident of the Old City of Jerusalem, she has deep ties with its residents.

Aida Klebo joined the Community Action Center (CAC) as a Legal Researcher within the advocacy team. She holds a Bachelor’s degree with a major in International Law and Human Rights and a minor in Political Science. She further completed her Master’s degree in Nonprofit Management and Leadership for Social Change at the Hebrew University of Jerusalem. Aida has experience working with various grassroots and international organizations.

Yasmeen Sbeih joined the Community Action Center (CAC) in 2024 as a Field Researcher in the Advocacy Unit. She holds two Bachelor’s degrees in International Law and Human Rights from Al-Quds University and Bard College New York. Yasmeen has received extensive training in advocacy, including an internship with the CAC’s Advocacy Unit and participation in the Human Rights Advocacy for Palestinian Youth training program. She is a native Arabic speaker, fluent in English, and has a good command of Hebrew.
