الدكتور معتصم حمدان هو أستاذ في السياسات والادارة الصحية. التحق بالكلية عام 1998، وعمل قبلها لسنتين في وزارة الصحه الفلسطينية كمختص في تطوير الانظمة الادارية في المؤسسات الصحية. انضم إلى جامعة القدس في عام 1998 وكان من بين الأعضاء المؤسسين لكلية الصحة العامة. حاصل على درجة البكالوريوس والماجستير في الإدارة الصحية من جامعة حاجتبة (Hacettepe) في تركيا عام 1996العام وحاصل على درجة الدكتوراه في السياسات الصحية من جامعة لوڤن (KULeuven) في بلجيكا عام 2003. خدم كعميد لكلية الصحة العامة في جامعة القدس في الفترة ما بين 2012-2019 ونائب رئيس جامعة القدس للشؤون الاكادايمية ما بين 2019-2024.
الدكتور حمدان خبير في تطوير النظام الصحي والسياسات الصحية ولديه خبرة عميقة في نظام الرعاية الصحي الفلسطيني وادارة المشاريع الصحية الدولية ولديه خبرة طويلة في تطوير وإدارة برامج الدراسات العليا واجراء البحوث في مجالات الصحة العامة والتعاون في مجالات الصحة العالمية.
عمل مستشارًا للسياسة الصحية في وزارة الصحة الفلسطينية ومستشارًا للعديد من المنظمات الوطنية والدولية. كما عمل كخبير في مكتب منظمة الصحة العالمية لفلسطين في القدس لمدة أربع سنوات (2007-2011). وهو عضو في هيئات تحرير ستة مجلات علمية دولية محكمة، ويخدم في العديد من اللجان الاستشارية الوطنية والدولية في مجال الصحة وله أكثر من 40 مقالة علمية محكمة في مجلات علمية عالمية، من ضمنها:
